Surveillance footage showed a man, later identified as\u00a0<strong data-start=\"1229\" data-end=\"1255\">Decarlos Brown Jr., 34<\/strong>, attacking her without provocation. The stabbing, swift and senseless, left commuters frozen in horror and reignited demands for harsher punishment of violent offenders.<\/p>\n<p data-start=\"1427\" data-end=\"1617\">For many residents, the story struck painfully close to home \u2014 a young woman who had fled the war in Ukraine in search of peace in America, only to lose her life in a random act of violence.<\/p>\n<div class=\"code-block code-block-5\">\n<div id=\"bg-ssp-pre-11359\"><\/div>\n<div id=\"bg-ssp-11359-270638132130\"><\/div>\n<\/div>\n<p data-start=\"1427\" data-end=\"1617\"><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/nba-daily.com\/wp-content\/uploads\/2025\/09\/iryna-zarutska-instagram.jpg\" \/><\/p>\n<h3 data-start=\"1624\" data-end=\"1672\"><strong data-start=\"1628\" data-end=\"1672\">The Law That Could Bring Back Executions<\/strong><\/h3>\n<p data-start=\"1674\" data-end=\"1946\">Under\u00a0<strong data-start=\"1680\" data-end=\"1698\">House Bill 307<\/strong>, North Carolina could resume executions for the first time in nearly twenty years. The state halted the death penalty in 2006 amid legal challenges, but Iryna\u2019s Law reopens that door \u2014 and introduces the possibility of firing squads in the future.<\/p>\n<div class=\"code-block code-block-9\"><\/div>\n<p data-start=\"1948\" data-end=\"2331\">While\u00a0<strong data-start=\"1954\" data-end=\"1974\">lethal injection<\/strong>\u00a0remains the only authorized method at present, the legislation includes provisions that would allow firing squads to be used if approved later by the state\u2019s Department of Public Safety. If that happens, North Carolina would join\u00a0<strong data-start=\"2205\" data-end=\"2263\">Idaho, Mississippi, Oklahoma, South Carolina, and Utah<\/strong>\u00a0\u2014 the five states where the firing squad remains legally available.<\/p>\n<div class=\"code-block code-block-8\"><\/div>\n<p data-start=\"2333\" data-end=\"2580\">At the moment, North Carolina\u2019s death row holds\u00a0<strong data-start=\"2381\" data-end=\"2396\">122 inmates<\/strong>, none executed in almost two decades. The new law signals that this could soon change, though many officials \u2014 including Governor Stein himself \u2014 remain uneasy about the implications.<\/p>\n<h3 data-start=\"2587\" data-end=\"2628\"><strong data-start=\"2591\" data-end=\"2628\">Cracking Down on Repeat Offenders<\/strong><\/h3>\n<p data-start=\"2630\" data-end=\"2808\">Beyond capital punishment, Iryna\u2019s Law introduces stricter oversight for\u00a0<strong data-start=\"2703\" data-end=\"2735\">violent and repeat offenders<\/strong>, aiming to prevent tragedies like Zarutska\u2019s death from happening again.<\/p>\n<p data-start=\"2810\" data-end=\"3279\">The accused killer,\u00a0<strong data-start=\"2830\" data-end=\"2852\">Decarlos Brown Jr.<\/strong>, had been arrested more than a dozen times since 2011.
