Despite the hurdles, Trump is promoting the proposal aggressively. In his Nov. 9 post, he highlighted soaring 401(k)s, low inflation, record markets, and \u201cmassive incoming revenue.\u201d He insisted every non\u2013high-income household would get\u00a0\u201cat least $2,000.\u201d<\/strong><\/p>\n

Eligibility for the dividend is still unclear. Trump has not said what qualifies as \u201chigh income,\u201d and no formal thresholds exist.
